North Shore Subarea Plan

The City of Camas, in partnership with the community, stakeholders, and advisory committees, developed a subarea plan to guide the future of the North Shore in a way that aligns with our community's values.

While current uses are primarily agriculture and single-family residences, most of the subarea is in private ownership and the area is anticipated to experience substantial growth over the next 20 years.


Thank you to everyone who participated in the planning process! City Council voted to adopt the final subarea plan at their public hearing on November 7th, 2022. On July 17, 2023, Council voted to adopt the proposed zoning code text amendments and design manual. This was the final step in the North Shore Subarea planning process.

The adopted subarea plan, code updates, and design manual are available under “Documents”.


About the Project

Phase 1 of the planning process focused on developing a community vision for the North Shore. The City conducted extensive community outreach, including stakeholder interviews, surveys, conversations at community events, and a visioning workshop. City Council adopted the vision statement in September 2020.

Phase 2 focused on guiding future development in a way that implements the adopted vision statement. A subarea plan was prepared, including three key items: a preferred land use and transportation concept (a map that lays out the location of different land uses and the general location of primary roads), a design manual to guide the look and feel of future development, and amendments to the City’s municipal code to implement the new zoning and design standards. Adoption of the subarea plan occurred in November 2022 and the zoning code amendments and design manual were adopted in July 2023.



Developing the Subarea Plan

The City worked with two committees (described below) and the community to develop the North Shore subarea plan. Draft land use and transportation options were brought to the community for review and comment at an online open house in February-March 2022, and the draft preferred concept and draft design guidelines for the North Shore were presented to the community at a second open house in August 2022.

Steering Committee

A North Shore Steering Committee was established to advise the City and provide technical guidance throughout the subarea planning process. The Steering Committee consisted of property owners and their representatives, as well as representatives from the Camas Planning Commission, Camas City Council, Camas Parks Commission, the Port of Camas-Washougal, the Camas School District, the Columbia River Economic Development Council, and the Southwest Washington Regional Transportation Council.

Community Advisory Committee

After a city-wide application process, the North Shore Community Advisory Committee (CAC) was established in December 2021. The CAC consisted of community representatives with a variety of backgrounds and experiences. The CAC advised the City and provided community perspective prior to broader community outreach efforts.

Community input was essential to both Phase 1 and Phase 2 of the subarea planning process. A summary of public involvement activities and feedback from both phases is included as an appendix to the Subarea Plan Report.
