Camas Utility Billing Update

Learn more about the Camas-Washougal Fire Department.The Camas-Washougal Fire Department provides fire, fire suppression, technical rescue, emergency medical services and ambulance transport to approximately 50,000 people over 20 square miles. Emergency personnel currently respond to over 5,500 calls per year. In 1935, Camas started providing ambulance service to Washougal. The cities began a trial consolidation of the two fire departments in 2011, then agreed to a temporary partnership in 2014 governed by an interlocal agreement. In the agreement, Camas maintains the fire department and Washougal contracts with Camas for emergency services. Both cities have taken steps to make the partnership permanent by asking voters to consider forming a regional fire authority.There are challenges under the existing agreement.Camas and Washougal work hard to collaborate under the fire services agreement, but it is not an efficient way to run a fire department. It can complicate the delivery of emergency services at the point where two city councils &ndash;14 elected officials &ndash; must agree with each other. In addition, property owners in Camas and Washougal pay for fire service through the general property tax levy paid to the cities. As costs for emergency services increase, it reduces revenue the cities have for police, parks, streets and other services.The RFA is fairer and more cost-effective for taxpayers.Camas and Washougal are asking voters to consider forming a regional fire authority (RFA) during the April 22, 2025, Special Election. An RFA is an independent agency to provide fire/EMS with one governing board representing residents in both cities collectively. Property owners would pay the RFA directly for services eliminating the cities as the intermediary. Most importantly, property owners in both cities would pay the same rate for service of $1.05 per $1,000. This equal investment brings fairness to the taxes we all pay for fire service and means there can be collaborative, long-term emergency services planning for both communities as they grow. Long term stability in the RFA ensures that future investments (such as stations, apparatus and equipment) are more cost-efficient. Additionally, an RFA is directly accountable to its taxpayers and is governed by locally-elected representatives. The RFA provides a higher level of service for residents.Higher call volumes are impacting our response capacity and require more emergency personnel. The RFA would provide three-person engine companies (instead of two), enabling the first arriving engine to enter a burning building to rescue a victim instead of waiting for additional emergency personnel to arrive. It also provides more personnel in case of any emergency, such as wildland fires, motor vehicle accidents, technical rescues, multiple patient scenes, hazardous spills, and school emergencies. The RFA allows for saving money for fire engines, other emergency apparatus and equipment. It also would waive the co-pay for ambulance transports to area hospitals and allow us to seek a better community risk rating to help lower homeowner insurance premiums.Here are the numbers:The RFA would fund emergency services for all property owners at $1.05 per $1,000 of assessed property value.Camas &ndash; A $862,000* home is considered the average for Camas. In 2026 under the current system, property owners would pay approximately $0.73 per $1,000. If the RFA is approved by voters, Camas plans to reduce its general property tax levy by $0.60 per $1,000 in the same year. This means property owners would pay an additional $0.45 per $1,000 for fire service. That cost would be approximately $387.90 per year/$32.33 per month for fire service in 2026.Washougal &ndash; A $583,000* home is considered the average for Washougal. In 2026 under the current system, property owners would pay approximately $0.88 per $1,000, which includes a $0.07 per $1,000 temporary levy. If the RFA is approved by voters, Washougal plans to reduce its general property tax levy by $0.81 in 2026 and $0.07 in 2027 when the temporary levy expires. This means property owners would pay an additional $0.24 per $1,000 ($139.92 per year/ $11.66 per month) for fire service in 2026. In 2027, that amount would be reduced to $0.17 per $1,000 ($99.11 per year/ $8.26 per month) when the temporary levy expires.<ul><li>*Calculations are the average assessed value of homes and not market value.</li><li>All amounts are estimated based on current data as of 2025. </li><li>The difference in cost increases between the cities is based on funding formulas from the interlocal agreement. Under the RFA, all property owners pay the same rate of $1.05/$1,000. </li><li>Both cities have a levy for Emergency Medical Service. When these levies expire, the property owners would pay the RFA directly for this service. </li><li>Voters in Camas and Washougal each approved a bond to build a new station within their city. Fire Department RFA Proposal 

Overview: The City of Camas is developing a strategic plan that will guide the City&rsquo;s priorities for the next five years. Through a robust engagement process the City aims to foster inclusive and meaningful participation from both internal city staff as well as external community members and residents, ensuring all voices have access to provide input in shaping the future priorities for the City.Timeline:<img src="https://s3-us-west-1.amazonaws.com/ehq-production-us-california/30aeda49f71b94dfa56d8348fe33c45e265cf617/original/1731455440/1609286b62e9f6003e58ca68dda91eef_City_of_Camas_Strategic_Planning__Community_Engagement_Toolkit_Page_2.png?1731455440" style="width: 851px;" class="fr-fic fr-dib"> Community Advisory Committee: The role of the Community Advisory Committee (CAC) is to advise the process and plan for developing the values and priorities for the City&rsquo;s next strategic plan. The CAC will meet between September 2024 to February 2025 to:<ul><li>Serve as an ambassador to the community soliciting input and encouraging involvement in the strategic planning process</li><li>Seek input from the Camas community to inform the development of the Strategic Plan</li><li>Review community engagement findings and develop themes to inform our planning</li><li>Participate in developing the values, priority areas, goals and measures of success for the strategic plan</li><li>Provide recommendations on the strategic plan to the City of Camas Council and City Administration for consideration</li></ul>The CAC is composed of 17 members representing City Council, City Administration, City Department Heads, City Staff, City Appointed Committee Members, Business Owners, Community Based Organization, Camas School District, Port of Camas Washougal, and the Community At Large.How to Engage: Stay tuned for a survey coming live soon!

City of Camas Strategic Plan 

The City adopted the <a href="https://www.cityofcamas.us/sites/default/files/fileattachments/parks_and_recreation/page/9532/camas_pros_vfinal_amended_ord_22-002.pdf">Parks, Recreation and Opens Space (PROS) Plan</a> in 2022. Virtually all respondents (97%) to the <a href="https://engagecamas.com/parks-recreation-open-space-comprehensive-plan">PROS Plan community survey</a>, which received nearly 1,400 responses, felt that local parks and recreation opportunities are important or essential to the quality of life in Camas. Three core priorities also emerged from the community feedback: maintain what we have, fill gaps and improve trails connections, and develop and improve existing parks. This project responds directly to two of the three core priorities &ndash; &ldquo;maintain what we have&rdquo; and &ldquo;develop and improve existing parks&rdquo;. Chapter 10 of the PROS Plan provides key project recommendations that respond to these priorities, which includes &ldquo;Sports Field Improvements.&rdquo;<img src="https://s3-us-west-1.amazonaws.com/ehq-production-us-california/ab4e2d7717d619511f7db09aeec212ee5d353395/original/1717111555/e1e7409948ec29839bbc2fc22c0248a9_PROS_Chapter_10_figure.jpg?1717111555" style="width: 777px;" class="fr-fic fr-dib">The City has a collection of grass fields that serve youth and adult baseball, softball, soccer, lacrosse and rugby; and a handful of outdoor courts that serve tennis, pickleball and basketball. Over the last several years, this region has experienced very wet spring seasons, which have negatively impacted the grass fields and shortened the practice and playing season for leagues. While there are synthetic fields available through the school district and Clark County Parks, the City has heard that it does not meet current user demand, especially for leagues that use Camas fields as their home field. In response to the priorities set out in the adopted PROS Plan and continued feedback from leagues and other athletic facilities users, the City is conducting an assessment to complete a Citywide Sports Fields Plan (Plan). The Plan is an assessment of the athletic facility&#39;s capacity and conditions, which include the nine existing city sites with athletic sports fields and courts within the city limits of Camas. Capacity assessment will also include a demand analysis of East County to better understand opportunities for partnerships amongst various jurisdictions to phase in additional capacity. The Plan will serve as a management tool for the City to maintain and enhance its existing fields and sports courts and provide a strategy for adding additional capacity to meet the growing demand efficiently and cost effectively. <h2> </h2><h2>Help us understand athletic facilities usage</h2>Beginning this summer and moving into fall, the City will ask Camas residents / athletic facility users what sports they play, conditions observations and if there&#39;s enough capacity in our system.
