Thank you for your interest in the Transportation and Public Facilities & Services elements of the City’s Comprehensive Plan! The questions in this survey are intended to help the City understand community priorities related to biking, walking, schools, utilities, and first responders.

What are the Transportation and Public Facilities & Services elements? 

The Transportation and Public Facilities & Services elements (or chapters) of the comprehensive plan identify how Camas residents travel, how the City functions, and future improvements that address the needs of the transportation system and public facilities, services, and utilities. This includes the goals and policies that are needed to continue to provide an efficient multimodal transportation system and adequate public facilities and services to support future development patterns.

The Transportation element includes a vision and six goals, as follows.

TRANSPORTATION VISION: In 2045, residents of Camas continue to appreciate their safe transportation infrastructure that equitably serves all users.

Goal TR-1 Complete Streets

Streets will function for all users of all abilities including bicyclists, pedestrians, transit users, and motorists.

Goal TR-2 Local and Regional Transit

Regional transit will provide safe, efficient, and dependable service to the Camas community for a variety of trips within and outside of the city.

Goal TR-3 Traffic Safety

Design and construct safe transportation facilities that meet applicable requirements.

Goal TR-4 Transportation Demand Management

Transportation planning will achieve the efficient use of transportation infrastructure, increase its person carrying capacity, and accommodate and facilitate future growth consistent with land use objectives.

Goal TR-5 Concurrency and Level of Service

The City will maintain the adopted LOS standards for all arterial streets and transit routes.

Goal TR-6 Transportation Revenue

Maximize the use of state and federal funds for transportation capital, operating, service, and demand improvements.

The Public Facilities & Services element includes a vision and six goals, as follows.

PUBLIC FACILITIES & SERVICES VISION: In 2045, Camas residents enjoy the city’s parks, trails, community centers, and other recreational opportunities. The school district draws families to the community and the library continues its vital role as a place of learning. Residents value accessible police, fire, and emergency response services. Proficient government agencies maintain existing City assets and coordinate future development.

Public Facilities & Services Goals

Goal PFS-1 Fire Protection, Emergency Medical Services, Police Protection

Provide fire protection, emergency medical services, and police protection to Camas and accommodate growth in the community.

Goal PFS-2 Parks, Trails and Open Space

A network of parks, trails, and open space will connect neighborhoods, wildlife corridors, and natural resources and enhance the quality of life for residents and visitors. Refer to the Camas Parks, Recreation, and Open Space plan for additional goals and policies.

Goal PFS-3 City Facilities and Services

Provide facilities and services to support the functions of City government and the community, including cemetery, animal control, and the public library.

Goal PFS-4 City and Franchise Utilities

Provide utility services, including energy and communication facilities and their services, to all businesses, residents, and properties in the City limits.

Goal PFS-5 Capital Improvement Plan

Maintain and implement the Capital Improvement Plan in coordination with the biennial budget.

Goal PFS-6 School Districts

Support access to quality education and public schools through partnerships and investments.
