Currently, the downtown Camas emergency response personnel, the Fire Marshal&rsquo;s Office (FMO) and the administrative staff are decentralized; operating out of separate buildings and remote to each other. As the headquarters facility, a downtown Camas station will house response personnel, apparatuses, administrative staff and the FMO.The current Fire Station 41 facility has outlived its useful life and cannot be increased in size to accommodate the needs required of a modern fire station, including:<ul><li>Ability to withstand a significant earthquake</li><li>Compliance with the Americans with Disabilities Act (ADA)</li><li>Space for additional firefighters/EMS personnel to meet growing demands</li><li>Crucial, up-to-date decontamination facilities and separation to limit firefighters&rsquo; carcinogen exposure</li><li>Elimination of apparatus exhaust from entering City Hall&rsquo;s interior office spaces</li><li>Space for fire apparatus</li><li>Mandated safety clearances around equipment</li><li>Facilities for a diverse workforce (male/female changing rooms) to be consistent with diversity, equity and inclusion guidelines</li><li>Providing public access to emergency service crews</li><li>Providing parking for emergency medical drive-ins</li><li>Providing private medical screening and treatment area for walk-ins and drive-ins</li></ul>After conducting a process which involved considering multiple site options that could accommodate a downtown fire station, several options dropped off the list for a variety of reasons, such as traffic impacts, topography and size, environmental impacts, and cost. This left us with one preferred site to consider as a potential location: a city-owned site adjacent to City Hall and currently occupied by the City as the City Hall Annex, located at 528 NE Fourth Avenue. To maximize the available space for the fire station, City Council is considering vacating (closing) the north half of Everett Street between Third and Fourth avenues to vehicle traffic. This would provide an opportunity to use current street space for the station and create a small plaza or &ldquo;pocket park&rdquo; along NE Fourth Avenue that can be used for community events.Voters will have the opportunity to decide whether to fund the new fire station through a bond-approval during the August Primary Election. This approval would allow the sale of City-owned bonds to fund design and construction costs for the new facility. If the bond passes, construction could begin as soon as 2025.The August bond-approval is different from the upcoming EMS Levy renewal, which will be on the ballot for voter approval in April. The EMS Levy utilizes property taxes to continue to fund emergency medical services and ambulance transport for our community on an ongoing basis with renewal every six years. Downtown Camas Fire Station (Station 41) Replacement Project

The City of Camas is working on a new Strategic Plan to help guide the City, and we need your help!Prospective Strategic Plan Advisory Committee Member,The City of Camas is actively engaging interested community members to develop a strategic plan for the City that will envision and guide the City&rsquo;s priorities for the next five years. The Community Advisory Committee (CAC) will inform the priorities of the strategic plan while providing insightful perspectives as representatives of community voices. The committee will also serve as an ambassador to important community groups within the City ensuring the City&rsquo;s priorities are reflective of our community values, vision and voice. The City of Camas is undertaking a multi-year initiative to update the City&rsquo;s Comprehensive Plan. The Our Camas 2045 Comprehensive Plan will establish a vision for growth and development and will articulate goals, objectives, policies, and actions to guide our future through 2045. The plan will also address recent changes to Washington&rsquo;s Growth Management Act related to housing and climate change. Hometown. Our Town. Our Camas 2045 is a unified endeavor and partnership involving all of our community, our residents, and our local businesses in shaping our future over the next two decades. Our Camas 2045 will be more than just a document; it will be a shared vision that reflects the aspirations and dreams of our town. <hr>In conjunction with Our Camas 2045, the City is concurrently developing a subarea plan for downtown Camas. <a class="fr-green fr-strong" href="https://engagecamas.com/ourdowntowncamas2045">Our Downtown Camas 2045</a> will set a more detailed vision for Downtown Camas, maintaining its hometown feel while setting the stage for a thriving future.

Our Downtown Camas 2045

The City adopted the <a href="https://www.cityofcamas.us/sites/default/files/fileattachments/parks_and_recreation/page/9532/camas_pros_vfinal_amended_ord_22-002.pdf">Parks, Recreation and Opens Space (PROS) Plan</a> in 2022. Virtually all respondents (97%) to the <a href="https://engagecamas.com/parks-recreation-open-space-comprehensive-plan">PROS Plan community survey</a>, which received nearly 1,400 responses, felt that local parks and recreation opportunities are important or essential to the quality of life in Camas. Three core priorities also emerged from the community feedback: maintain what we have, fill gaps and improve trails connections, and develop and improve existing parks. This project responds directly to two of the three core priorities &ndash; &ldquo;maintain what we have&rdquo; and &ldquo;develop and improve existing parks&rdquo;. Chapter 10 of the PROS Plan provides key project recommendations that respond to these priorities, which includes &ldquo;Sports Field Improvements.&rdquo;<img src="https://s3-us-west-1.amazonaws.com/ehq-production-us-california/ab4e2d7717d619511f7db09aeec212ee5d353395/original/1717111555/e1e7409948ec29839bbc2fc22c0248a9_PROS_Chapter_10_figure.jpg?1717111555" style="width: 777px;" class="fr-fic fr-dib">The City has a collection of grass fields that serve youth and adult baseball, softball, soccer, lacrosse and rugby; and a handful of outdoor courts that serve tennis, pickleball and basketball. Over the last several years, this region has experienced very wet spring seasons, which have negatively impacted the grass fields and shortened the practice and playing season for leagues. While there are synthetic fields available through the school district and Clark County Parks, the City has heard that it does not meet current user demand, especially for leagues that use Camas fields as their home field. In response to the priorities set out in the adopted PROS Plan and continued feedback from leagues and other athletic facilities users, the City is conducting an assessment to complete a Citywide Sports Fields Plan (Plan). The Plan is an assessment of the athletic facility&#39;s capacity and conditions, which include the nine existing city sites with athletic sports fields and courts within the city limits of Camas. Capacity assessment will also include a demand analysis of East County to better understand opportunities for partnerships amongst various jurisdictions to phase in additional capacity. The Plan will serve as a management tool for the City to maintain and enhance its existing fields and sports courts and provide a strategy for adding additional capacity to meet the growing demand efficiently and cost effectively. <h2> </h2><h2>Help us understand athletic facilities usage</h2>Beginning this summer and moving into fall, the City will ask Camas residents / athletic facility users what sports they play, conditions observations and if there&#39;s enough capacity in our system. Citywide Sports Fields Plan

One of the most common questions we get about the Lakes is &ldquo;Why isn&rsquo;t the City doing anything?&rdquo;. The answer &ndash; we are! The City has begun a process to develop a Lake Management Plan that will outline actions to improve water quality in Lacamas, Fallen Leaf, and Round lakes. A Lake Management Plan is a document that identifies the goals and actions for the purpose of improving and protecting desired conditions in a lake.Objectives for the Lake Management Plan: Develop strategies to improve and protect the lakes so people can continue using them for fishing, swimming, boating and other recreation.We will work towards these objectives by:<ol><li>Characterizing the lakes&rsquo; water quality.</li><li>Identifying and quantifying the nutrient sources that are affecting the lakes.</li><li>Evaluating potential short- and long-term management measures.</li></ol>There will be multiple phases of the project to meet these objectives as we move forward.So far the City has:<ul><li>Secured two state grants totaling $217,016, and $300,000 from the City Stormwater Fund, for a total of $517,016 to help fund the project</li><li>Hired technical and public involvement experts that will help make sure the plan is based on sound science and has broad public engagement.</li><li>Completed Phase 1 of the project. <a href="https://engagecamas.com/11759/widgets/35434/documents/24314" rel="noopener noreferrer" target="_blank">Read a summary of Phase 1 here.</a></li></ul>What to expect in Phase 2Right now, we&rsquo;re developing a Quality Assurance Project Plan (QAPP), which is required by the Department of Ecology to begin monitoring and collecting samples from the lakes and other sources. Once finalized, we&rsquo;ll begin sampling and monitoring to better understand what is causing poor water quality in the lakes and to develop potential management strategies. In order to develop an effective strategy for solving the water quality problem in the lakes, we need to identify where the sources of nutrients are coming from in the lakes.We expect to begin collecting samples in early 2022 and anticipate collecting samples over a 12-month period. During this time, we&rsquo;ll evaluate the samples and analyze the data, which will inform the development of the Lake Management Plan. As much of the Lake Management Plan as possible will be completed in parallel with sampling.The City will ask for your input on the draft Lake Management Plan &mdash; and may ask for your help to observe and report conditions. You can help reduce these nutrients by doing the following:<ul><li>Use less fertilizer on lawns near the lakes. If you do use fertilizer, only use it during dry weather. Camas Parks and Open Space Management Plan

Help us improve the intersection!The City is considering whether to add a new traffic signal or roundabout to the intersection at NW Lake Road and NW Sierra Street.Either option would:<ul style="list-style-type: disc;margin-left:undefined;"><li>Reduce traffic backups, mainly for northbound motorists on NW Sierra Street trying to enter onto Lake Road.</li><li>Improve safety and mobility by reducing the likelihood of high-speed collisions and upgrading sidewalks and bicycle lanes.</li></ul>The optionsA roundabout would allow the best traffic flow and provide a better long-term solution but would cost more in the near-term and take longer to complete the improvements. A roundabout may also require the City to purchase small pieces of land from nearby homeowners. This option may cost less now but will likely need to be replaced within less than 20 years due to increasing traffic volumes over time. NW Sierra Street is a primary roadway providing access to residential areas on Prune Hill. The intersection has only a stop sign on NW Sierra Street.Currently, traffic often backs up at the stop sign due to Lake Road&rsquo;s high speeds and heavy traffic volumes. For the same reasons, traffic sometimes backs up in the westbound left-turn lane on NW Lake Road.A future traffic signal at this location could reduce traffic wait times on NW Sierra Street to approximately 20 seconds in the morning and 12 seconds in the afternoon.A future roundabout at this location could reduce traffic wait times on NW Sierra Street to approximately 12 seconds in the morning and 13 seconds in the afternoon. If no improvements are made at this intersection, future delays in the morning and the afternoon will exceed 100 seconds.For NW Lake Road, there are not currently any delays as there is no stop control. Both the signal and roundabout will add some minor delays to Lake Road travelers, but well within acceptable operating standards.<h2>Timing</h2><ul style="list-style-type: disc;margin-left:undefined;"><li>Later this summer, City Council will choose a preferred alternative for the project team to design for construction. Your feedback will be considered in the selection process.</li><li>Construction timing will depend on Council&rsquo;s choice and available funding.</li></ul>
